Jobseeker's Allowance FAQ
Can I apply for a free boiler grant if I'm on Jobseeker's Allowance?
Yes. Jobseeker's Allowance is one of eight qualifying benefits under the ECO4 boiler grant scheme. If you receive JSA, you can apply for a free boiler replacement as long as you meet the other eligibility requirements.
Your property must have a non-condensing gas boiler installed before April 2005. This includes wall-mounted boilers, floor-standing boilers and back boilers. Your home should have an Energy Performance Certificate (EPC) rating of E, F or G.
You must not have claimed a grant boiler previously through any ECO scheme. The boiler grant is available to both homeowners and private tenants receiving Jobseeker's Allowance.
Your property will need to achieve a two-band EPC improvement through the boiler replacement and any additional insulation measures. The New Boiler Grant team will assess this when you apply.
Does it matter if I'm on contribution-based or income-based Jobseeker's Allowance?
Yes, this matters. Only income-based Jobseeker's Allowance qualifies for the ECO4 boiler grant scheme. Contribution-based JSA does not qualify.
Income-based JSA is means-tested and depends on your household income and savings. If you receive income-based JSA, you meet the benefit requirement for the boiler grant.
Contribution-based JSA is paid based on your National Insurance contributions and isn't means-tested. This type of JSA doesn't qualify under the ECO4 scheme because it's not considered a low-income benefit.
When you apply, you'll need to provide proof of your Jobseeker's Allowance payments. Your JSA statement or award letter will show whether you're receiving income-based or contribution-based JSA. Make sure you're on the income-based type before applying.
Do I have to be unemployed to get the ECO4 boiler grant?
No. You don't have to be currently unemployed to qualify for the boiler grant. The requirement is that you receive income-based Jobseeker's Allowance, not that you're actively job seeking.
Some people receive income-based JSA whilst doing part-time work or whilst in certain training programmes. As long as you're an active recipient of income-based JSA, you meet the benefit criteria.
Your employment status might change during the application and installation process. If you find work and your JSA payments stop before your boiler is installed, you may no longer qualify. You need to be receiving the benefit at the time of installation.
If your JSA claim ends but you start receiving another qualifying benefit like Universal Credit or Income Support, you can still proceed with your application using the new benefit as proof.
What are the income limits for Jobseeker's Allowance boiler grants?
There are no separate income limits for the boiler grant beyond the requirements to qualify for income-based Jobseeker's Allowance itself.
If you're already receiving income-based JSA, you automatically meet the income requirement for the ECO4 boiler grant. The Department for Work and Pensions has already assessed your income when awarding you JSA.
Income-based JSA has its own eligibility criteria based on household income and savings. If you qualify for income-based JSA, you qualify for the boiler grant from an income perspective.
The boiler grant doesn't impose additional income thresholds. Your focus should be on meeting the property requirements, such as having a non-condensing boiler and an EPC rating of E, F or G.
Can my partner's income affect my eligibility?
Your partner's income affects whether you qualify for income-based Jobseeker's Allowance, but it doesn't add extra restrictions for the boiler grant itself.
If you're receiving income-based JSA, the Department for Work and Pensions has already considered your partner's income when calculating your benefit. This means if you're getting income-based JSA, you've already passed the household income test.
For the boiler grant, the only requirement is that you're currently receiving income-based JSA. Your partner doesn't need to be claiming any benefits, and their employment status doesn't matter as long as your JSA claim remains active.
The person claiming the boiler grant must be the person receiving the qualifying benefit. If your partner receives income-based JSA but you don't, your partner would need to be the applicant.
How long does it take to get approval after applying?
You'll typically hear back within 24 hours after submitting your application through the New Boiler Grant website. The team will review your details to confirm you meet the eligibility requirements.
Once your application is approved, you'll be matched with an approved local installer in your area. The installer will contact you within a few days to arrange a property survey.
During the survey, the installer will assess your current heating system and confirm what work needs to be done. You'll need to provide proof of your income-based JSA at this stage, such as a recent statement or award letter.
After the survey is complete and all measures are agreed, the installer will schedule your installation date. Most applicants receive their new boiler within two to four weeks of their initial application, though this depends on installer availability and demand in your area.
Is installation included in the grant?
Yes. The ECO4 boiler grant covers both the new A-rated boiler and the complete installation. You won't pay anything for labour, materials or any work needed to fit your new boiler.
A new boiler installation normally costs between £2,000 and £5,000. Under the ECO4 scheme, you receive this completely free when you meet the qualifying criteria.
The installation includes removing your old boiler, fitting the new A-rated condensing boiler, connecting it to your heating system, and testing everything works properly. Any necessary pipework or adjustments are also covered.
If your property requires additional insulation measures to achieve the two-band EPC improvement, these are included at no cost. This might include loft insulation, cavity wall insulation or other measures identified during your property survey.
Can I reapply if my previous application was rejected?
Yes, you can reapply if your circumstances have changed or if the initial rejection was based on incorrect information.
Your application might have been rejected if you weren't receiving income-based JSA at the time, or if your property didn't meet the technical requirements. If you've since started receiving income-based JSA, you can submit a new application.
If your property was rejected because it couldn't achieve the two-band EPC improvement with just a boiler replacement, you might now qualify if additional insulation measures can be included. The ECO4 scheme's whole-of-house approach means more properties can qualify compared to previous schemes.
If you were rejected because you had a condensing boiler or your EPC rating was too high, these factors are unlikely to change. However, if you've moved to a new property that meets the requirements, you can apply for that property instead.
What type of heating systems are replaced under this grant?
The grant replaces non-condensing gas boilers with new A-rated condensing boilers. This includes old wall-mounted boilers, floor-standing boilers and back boilers installed before April 2005.
Non-condensing boilers operate at around 75% efficiency. New A-rated condensing boilers reach approximately 95% efficiency, which means you could save around 20% on your fuel costs.
If your property is currently heated by electric storage heaters, coal, oil or LPG systems, you might receive an Air Source Heat Pump instead of a gas boiler. Heat pumps are renewable heating systems that are even more efficient than gas boilers.
Properties receiving first-time central heating can also qualify. If there's a gas meter installed before 1 April 2022, you might receive a mains gas system. Otherwise, you'd receive an Air Source Heat Pump.
Who installs the new boiler under the scheme?
Your new boiler will be installed by a qualified engineer approved under the ECO4 scheme. The New Boiler Grant works with approved local installers throughout England, Scotland and Wales.
All installers are Gas Safe registered and accredited by major boiler manufacturers. They're experienced in ECO scheme installations and understand the specific requirements for the grant programme.
After your application is approved, you'll be matched with an installer in your local area. They'll contact you directly to arrange your property survey and installation date. The installer will answer any questions you have about the work and explain exactly what will be done.
Your new boiler comes with a manufacturer's warranty. The installer will provide you with all warranty documentation and explain how to operate your new heating system efficiently.
