Disability Benefits FAQ

Can disabled people get a free boiler through the ECO4 scheme?

Yes. Disabled people can get a free boiler through the ECO4 scheme if they receive one of the eight qualifying benefits. These are Pension Credit, income-related Employment and Support Allowance, income-based Jobseeker's Allowance, Income Support, Universal Credit, Child Tax Credit, Working Tax Credit or Housing Benefit.

Your property must have a non-condensing gas boiler installed before April 2005. Your home should have an Energy Performance Certificate (EPC) rating of E, F or G. In some cases, properties with a D rating may qualify with a small contribution.

You must not have claimed a grant boiler previously through any ECO scheme. The boiler grant is available to both homeowners and private tenants receiving a qualifying benefit.

Your property will need to achieve a two-band EPC improvement through the boiler replacement and any additional insulation measures. The New Boiler Grant team will assess this when you apply.

Which disability benefits qualify for a boiler grant?

Income-related Employment and Support Allowance (ESA) is the main disability-related benefit that qualifies for the ECO4 boiler grant. This must be income-related ESA, not contribution-based ESA.

Personal Independence Payment (PIP) and Disability Living Allowance (DLA) do not directly qualify for the ECO4 scheme on their own. However, many disabled people receive PIP or DLA alongside one of the qualifying benefits.

If you receive Universal Credit, Income Support, income-based Jobseeker's Allowance, Pension Credit, Child Tax Credit, Working Tax Credit or Housing Benefit, you can apply for the boiler grant regardless of whether you also receive disability benefits.

You only need to receive one of the eight qualifying benefits to apply. If you receive income-related ESA, you meet the benefit requirement for the ECO4 scheme.

Do I need to be receiving PIP or DLA to apply?

No. You don't need to receive PIP or DLA to apply for the boiler grant. PIP and DLA are not qualifying benefits for the ECO4 scheme.

Many disabled people receive PIP or DLA alongside other benefits. If you receive Universal Credit, Income Support, income-related Employment and Support Allowance or another qualifying benefit, you can apply regardless of whether you also receive PIP or DLA.

The qualifying benefits for ECO4 are specifically: Pension Credit, income-related Employment and Support Allowance, income-based Jobseeker's Allowance, Income Support, Universal Credit, Child Tax Credit, Working Tax Credit and Housing Benefit.

If you're disabled but don't receive any of these benefits, you might qualify under the LA Flex scheme. This is available through your Local Authority and may have different eligibility criteria for people with health conditions affected by cold homes.

Can I apply on behalf of a disabled family member?

You can help a disabled family member with their application, but the person receiving the qualifying benefit must be the applicant. The benefit recipient needs to be living in the property that requires the new boiler.

If you're helping a disabled family member who receives a qualifying benefit, you can assist them in completing the online application form. However, they'll need to provide their own proof of benefit and identification to the installer.

The application must be in the name of the person who receives the qualifying benefit and lives in the property. If you're a carer or family member, you can support the application process but the disabled person must consent to the work.

Appointed representatives who manage someone's benefits can apply on their behalf if they have the legal authority to do so. The installer will need to see documentation confirming this arrangement.

Will the installation be accessible for disabled users?

Yes. Installers are experienced in working with disabled homeowners and will do their best to accommodate your needs during the installation.

If you have specific accessibility requirements or mobility issues, you should mention these when the installer contacts you to arrange the property survey. They can plan the installation to minimise disruption and ensure your safety.

The new boiler will be installed in a location that's practical for your property. If you have concerns about accessing controls or understanding the new heating system, the installer will explain everything and make sure you're comfortable using it.

If you need additional heating controls or smart controls to make your heating system easier to manage, these might be included as part of your whole-of-house assessment. The installer will discuss your needs during the property survey.

Do I have to own my home to qualify?

No. Both homeowners and private tenants receiving a qualifying benefit can apply for the boiler grant.

If you're a disabled homeowner living in the property that needs a new boiler, you can apply directly. Many disabled people on fixed incomes struggle to afford major home improvements, so the ECO4 scheme provides valuable support.

Private tenants can also apply, but you'll need permission from your landlord before any work begins. The landlord must agree to the boiler replacement and any insulation measures. You'll need written confirmation from your landlord before the installer can proceed.

Social housing tenants should check with their housing provider. Your council or housing association may have separate grant schemes available for disabled tenants in social housing properties.

Is there a different application for disability-related grants?

No. There's only one application process for the ECO4 boiler grant scheme. Disabled people apply using the same form as everyone else.

You'll complete the online application form on the New Boiler Grant website. You'll be asked about your current benefits, so select the qualifying benefit you receive, such as income-related Employment and Support Allowance or Universal Credit.

The application process is the same for all applicants. You won't need to provide medical evidence of your disability. You only need to prove you're receiving one of the eight qualifying benefits.

If you need help completing the online form, a family member, friend or carer can assist you. The New Boiler Grant team are also available to answer any questions you have about the application process.

What happens if I also receive Income Support or Universal Credit?

If you receive Income Support or Universal Credit alongside disability benefits, you can use either qualifying benefit to apply for the boiler grant.

Many disabled people receive Universal Credit or Income Support along with PIP or DLA. For the boiler grant, you only need to provide proof of Universal Credit or Income Support. You don't need to mention your disability benefits unless you choose to.

You only need to qualify under one benefit to receive the boiler grant. If you receive multiple qualifying benefits, you can apply using whichever benefit you receive most reliably and can provide the clearest proof for.

Once you've received your free boiler under the ECO4 scheme, you won't be eligible to apply again for the same property, regardless of which benefits you receive.

How long will installation take?

The actual boiler installation usually takes one to two days, depending on your property and whether you're receiving additional insulation measures.

Most applicants receive their new boiler within two to four weeks of submitting their application. After you apply through the New Boiler Grant website, you'll typically hear back within 24 hours.

The installer will contact you to arrange a property survey within a few days. During the survey, they'll assess your heating system and discuss any accessibility requirements you have. You can ask about the installation timeline and what to expect.

Once the survey is complete and you've provided proof of your qualifying benefit, the installer will schedule your installation date. They'll work around your availability and any care arrangements you have in place.

How do I apply for a disabled boiler grant?

You can apply through the New Boiler Grant website by completing the online application form. Start by entering your postcode to check if your area is covered by the scheme.

You'll be asked about your current benefits, so select the qualifying benefit you receive, such as income-related Employment and Support Allowance, Universal Credit, Income Support or another eligible benefit.

The form takes just a few minutes to complete. If you need help with the online form, a family member, friend or carer can assist you. After you submit it, the New Boiler Grant team will review your details and contact you within 24 hours in most cases.

You'll then be referred to an approved local installer who will arrange your property survey. Make sure you have your benefit statement or award letter ready to show the installer when they visit.
