Can I apply for a boiler grant if I receive Housing Benefit?
Yes. Housing Benefit is one of eight qualifying benefits under the ECO4 boiler grant scheme. If you receive Housing Benefit, you can apply for a free boiler replacement as long as you meet the other eligibility requirements.
Your property must have a non-condensing gas boiler installed before April 2005. Your home should have an Energy Performance Certificate (EPC) rating of E, F or G. In some cases, properties with a D rating may qualify with a small contribution.
You must not have claimed a grant boiler previously through any ECO scheme. Private tenants receiving Housing Benefit can apply with landlord permission.
Your property will need to achieve a two-band EPC improvement through the boiler replacement and any additional insulation measures. The New Boiler Grant team will assess this when you apply.
Do I need my landlord's permission to get a new boiler installed?
Yes. If you're a private tenant, you must get permission from your landlord before any work begins. The landlord needs to agree to the boiler replacement and any insulation measures included in your whole-of-house assessment.
You'll need written confirmation from your landlord before the installer can proceed with the work. This is because the boiler belongs to the landlord, not the tenant, so they must consent to any changes to the property's heating system.
Many landlords are happy to agree because they receive a free boiler upgrade for their property at no cost. The new A-rated boiler increases the property's value and energy efficiency rating.
If your landlord refuses permission, you won't be able to proceed with the grant. However, you could explain the benefits to them, including the fact that the work is completely free and will improve their property.
Are tenants eligible for free boiler grants?
Yes. Private tenants receiving Housing Benefit are eligible for free boiler grants, but they need landlord permission before any work can begin.
The boiler grant is available to both homeowners and private tenants receiving one of the eight qualifying benefits. As a tenant on Housing Benefit, you meet the benefit requirement.
You'll need to get written permission from your landlord before the installer can proceed. The landlord must agree to the boiler replacement and any insulation measures needed to achieve the two-band EPC improvement.
Social housing tenants should check with their housing provider first. Your council or housing association may have separate grant schemes available for social housing properties.
What if my housing is council-owned — can I still apply?
If you live in council-owned housing, you should check with your local council first. Social housing tenants may have different routes to obtaining a new boiler through their housing provider.
The ECO4 scheme is primarily designed for private homeowners and private tenants. Council tenants and housing association tenants typically need to apply through their housing provider's own improvement programmes.
Your council may have separate grant schemes or programmes for upgrading heating systems in their properties. Contact your local housing office to ask about boiler replacements and energy efficiency improvements.
If you're a private tenant renting from a private landlord and you receive Housing Benefit, you can apply for the ECO4 boiler grant with your landlord's permission.
Does receiving Housing Benefit automatically qualify me?
Receiving Housing Benefit meets the benefit requirement for the ECO4 scheme, but you still need to meet the property requirements.
Your property must have a non-condensing gas boiler installed before April 2005. Your home should have an EPC rating of E, F or G. If your property has a newer condensing boiler or a high EPC rating, you won't qualify.
Your property must be able to achieve a two-band EPC improvement through the boiler replacement and any additional insulation measures. The New Boiler Grant team will check this when you apply.
If you're a private tenant, you also need landlord permission. Without your landlord's consent, you can't proceed with the installation even if you meet all other criteria.
How much of the cost does the grant cover?
The ECO4 boiler grant covers 100% of the cost when you meet all the qualifying criteria. You won't pay anything for the boiler, installation, labour or materials.
A new A-rated boiler installation normally costs between £2,000 and £5,000. Under the ECO4 scheme, you receive this completely free when your property has an EPC rating of E, F or G.
If your property requires additional insulation measures to achieve the two-band EPC improvement, these are also included at no cost. This might include loft insulation, cavity wall insulation or other measures.
Properties with an EPC rating of D may still qualify but could require a small contribution. The exact amount depends on your specific property and the measures needed.
There's no repayment required. The funding comes from energy companies as part of their government obligation, so you'll never need to pay it back.
Can I apply if my rent includes heating costs?
This depends on your tenancy arrangement. If your rent includes heating costs and your landlord pays the energy bills, you should discuss this with them before applying.
If you pay your own energy bills separately from rent, you can apply for the boiler grant with your landlord's permission. The new efficient boiler will reduce your energy costs.
If your landlord pays for heating as part of an all-inclusive rent, they would benefit from the lower energy bills. You could explain this to them when asking for permission to proceed with the grant.
The installer will need to understand your heating arrangements during the property survey. They'll confirm whether your situation is suitable for the ECO4 scheme.
What happens if I move after applying?
If you move to a different property after applying but before the installation is complete, you won't be able to proceed with the boiler grant at your old address.
The boiler grant is tied to a specific property, not to you personally. If you move before installation, the grant would need to be cancelled. Your landlord could potentially apply themselves if they receive a qualifying benefit.
If you move to a new property that meets the ECO4 requirements, you can submit a new application for that property. You can only claim one boiler grant per property, but moving to a different address means you're applying for a different property.
If you're planning to move soon, you might want to wait until you're settled in your new home before applying. This avoids complications with the application process.
Will this affect my Housing Benefit payments?
No. Receiving a free boiler through the ECO4 scheme will not affect your Housing Benefit payments. The boiler grant is not counted as income or capital.
The ECO4 scheme is a separate government programme from Housing Benefit. Receiving the grant doesn't impact your entitlement to Housing Benefit or any other benefits you receive.
You don't need to report the boiler grant to the Department for Work and Pensions or your local council's Housing Benefit team. It's not a change of circumstances that affects your benefit calculations.
The new boiler belongs to your landlord, not to you, so it doesn't count as an asset for benefit purposes. Your Housing Benefit will continue as normal.
How do I apply for the Housing Benefit boiler grant?
You can apply through the New Boiler Grant website by completing the online application form. Start by entering your postcode to check if your area is covered by the scheme.
You'll be asked about your current benefits, so select Housing Benefit when prompted. You'll also need to provide information about your property, including your current heating system and boiler type.
The form takes just a few minutes to complete. After you submit it, the New Boiler Grant team will review your details and contact you within 24 hours in most cases.
You'll then be referred to an approved local installer who will arrange your property survey. Make sure you have your Housing Benefit statement ready to show the installer, and ensure you've obtained written permission from your landlord before proceeding.
